According to <http://www.php.net/manual/add-note.php#whatnottoenter> it
is frowned upon to comment on existing user notes.  So, what to do when
a note is *partially* out-dated, but otherwise fine?  Certainly,
downvoting would not be sensible in this case.

For instance, there is
<http://www.php.net/manual/en/reference.pcre.pattern.modifiers.php#54805>,
but the behavior described in item 3 has changed with PCRE 7.3
2007-08-28 (see <http://3v4l.org/EO4pM> and
<http://www.pcre.org/changelog.txt>, item 15).
