It seems like they should be, but I'm seeing quite a bit of disparity between that list and conferences listed on http://www.php.net/conferences/ I'm happy to donate time to approving/rejecting anything in these lists. I have plenty of ad-hoc time to donate, but little guaranteed time blocks needed for larger projects, so let me know if I can be of any use.
