Hmm, I don't see how to do that, I created: https://wiki.php.net/licenses but am able to access it while logged out...

Also the registration page shows:

it is possible in our wiki to create pages only members of the phpcvs group (those logged in via their php.net <http://php.net> account) can acces. I think it would be better than always sending that info in private mails on demand.
