Yes I can confirm the MSI files are broken. I get error 2356 during unpacking.

I suggest you use the .ZIP files for 5.3.29 instead.


5.3.29 was released a year after 5.3.28 and 5.3 is the only PHP release where 
we build MSIs so I forgot to try using the MSI.

For 5.3, typically users use the .ZIP file not the .MSI.

We don't build .MSIs for later PHP versions (not for 5.4, 5.5, 5.6). We decided 
to continue the MSIs for 5.3, but not after 5.3 because they pollute the 
Windows registry with File Associations, etc.... which make it difficult to run 
multiple PHP builds or to upgrade to a new PHP build.
