I want to know how can I participate to translate PHP Manual to my own
language (Arabic)

Please, read http://doc.php.net/tutorial/ first. We already have Arabic
translation but it has only a few files translated (in fact, four). I
would recommend you to start with updating files which are already
translated but they are not up-to-date[1].
When it comes to submitting changes, the easiest way is to use PHP
Docbook Online Editor[2]. However, I'm not sure if there is any active
Arabic PHP.net member, able to review and merge your patches. So you
have two options IMO:
- use PhDOE anyway - if you are going to do so - please tell me - I can
merge your changes but I won't be able to verify if they are correct in
any aspect different than XML syntax
- apply for SVN account - this process is described in the tutorial
