Bug description:Unable to download version 5.0.4

Description:

When trying to download 5.0.4 over a 2-3 day period, got msg saying
"This service is unavailable at the moment.  Please try again in a day".
 Today the msg was "Connection refused."  Tried submitting this bug
report with older-version option in PHP version field, got err msg
saying I need a supported version.  Hope version doesn't matter in my
situation.  Or if it does, why make it look like 5.0.4 can be
downloaded?  Vendor I'm working with recommends 5.0.4, so that's what I
need.

PS.  Looked at similar bug reports but don't think they apply.
