This was last touched in 2012 and appears to be fixed since the beta release of 
the PHP.net site. Can this be closed?

Description:

The process of submitting a new bug report with a patch is very awkward.

You fill in the patch on the first page, but then it gets lost on the 
confirmation screen (where you look at similar bugs).  So you have to fill it 
in again.  But then that submission doesn't accept the patch, so the bug gets 
created and you get forwarded to the patch attachment page.

The first page should just have a check box asking if you have a patch, then 
forward you to the patch attachment page upon bug acceptance.
