No the syntax isn't copyrighted in any way and you can reimplement all
functions if you want. This isn't Java ;)

You are free to use the language however you see fit.
The only limitation are if you modify the source code of the language (or
use parts of the source code in other project), then you cannot call the
project "php", you have to call it something else (like, say, HipHop, or
HHVM).
