You'd have to use the email address of the internals list for the
fourth field, though:

There is actually a fourth field which you have to fill in
correctly: "Which email address do you have to mail now?" Did you
fill that in correctly?

I want to register a new account on wiki.php.net but it doesn't work.
When I enter username/name/email and submit the form, the page will reload 
without any message and the account won't be created.

Mail used for registration is the same than for reporting this issue : 
[email protected]
