This has only happened recently, so I assume that iiNet my be at fault.

I tried to use the proxy australia-proxy.com, which seems to be based in the
US, the 4FreeProxy.nu however seems to be located in SW, and that works too.
Are you on some local network or other type of firewall that could potentially
block the site?

Microsoft operates the site and I doubt they have blocked you out

I am in Australia. Thinking about it, the DNS may be pointing to the wrong IP
address. The result I get for windows.php.net is 195.8.208.241.

It's not a DNS problem as I get to the site, but it times out without
displaying the first page. I was successful in getting to the site via a US
proxy. Thanks.

Seems to be up everywhere I try from. Places like isup.me and
isitdownrightnow.com agree, and I can get to it using australia-proxy.com.
DNS timeout? Request timeout? Try from a proxy?
