[PHP-WEBMASTER] PHP SVM Installation

Hello sir, 
I want to use PHP SVM and I found this 
http://php.net/manual/en/book.svm.php
But I don't understand how to install LibSVM for Windows.
I'm really gratefull if you want to write down tutorial or guide step 
by step how to install LibSVM on PHP, So I can use SVM on PHP.
