I agree. I exhibit the same behavior pattern as Eli, so I have never
seen a green news bar, nor do I notice the news items on the homepage.

Because I know at least my own use-case, is usually than when going to
php.net, say, for some documentation, I usually type in php.net, and
then instantly hit the search bar or click on Documentation. Without
really reading what's on the main page.
So hitting me again with the green bar would be really useful. May be
for others as well.
ESPECIALLY for important news like: PHP7 released.

Appears that it doesn't work at all in Firefox. At least at the
moment. Neither I (nor anyone else I tagged to check quickly) can make
it show up in Firefox. Chrome appears to always show it. Safari shows
it sporatically? IE: You have to make a private browsing experience to
see it. Just going directly/normally it won't show up for anyone at my
offices here.
Is there a bug there that needs looked into? Or am I missing something
about how it's supposed to work?
