We already have this for major versions (4 and 5), through links like 
http://php.net/get/php-5-LATEST.tar.xz/from/this/mirror

That piece of code could be expanded to also support no version number, and 
major.minor (and PHP 7, looking forward).

Hey *

For people which like to compile their own version of PHP, it would be awesome 
to be able to automatically download the latest PHP release of a specific Major 
Version.

For example:

- php-latest.tar.xz -> The latest stable release of PHP
- php-5.6-latest.tar.xz -> The latest stable release of PHP 5.6
- php-5.5-latest.tar.xz -> The latest stable release of PHP 5.5

and so on. 

This would help people which use automated deployments to be sure to obtain the 
latest release of $which-php-version-they-need and compile it directly.

To come up with a less generic usage:
We are able to automatically deploy new Jenkins Instances if there is a need 
for. If this Jenkins instance needs to run/compile/test PHP, we’d like to 
provide the PHP version delivered from the Distro and the latest PHP release of 
the supported versions. This allows us to test our software accordingly. If we 
would be able to download $release-latest.tar.xz this would simplify the 
process :)
