Thanks for reaching out. But you can do that yourself (well, mostly).
All you need to do is create a PullRequest on
https://github.com/php/web-php.

Have a look at
https://github.com/php/web-php/blob/master/bin/createNewsEntry.

It's a tool you can use to create a new entry for
https://github.com/php/web-php/tree/master/backend/events.

Clone the web-php-repo and create a PR with your conference. Or have a
look at https://github.com/php/web-php/pulls?q=is%3Apr+is%3Aclosed to
see what's needed in such a PR.

That's the easies way to get the conf added
