Sorry for the late reply. Have you contacted the Czech documentation mailing list (doc...@lists.php.net)? It seems pretty much abandoned, but maybe you get some response. If not, feel free to request a Git account via <http://php.net/git-php.php>, but consider that bringing the Czech translation somewhat up to date appears to be considerable work, see <http://doc.php.net/revcheck.php?p=graph&lang=cs>.
