Hi, We maintain this page http://php.net/releases/ by moving the release news for previous releases there. Otherwise, I'm not aware of rules to move something into museum.
Another ways to get it were probably to manipulate the download URL, given the mirrors still had the file http://php.net/get/php-5.6.28.tar.bz2/from/a/mirror or check the distributions repository directly.
