Were you using a specific mirror when encountering this issue, if so which one? 
Is it reproducible? I tried a bunch of nearby mirrors of me without luck

While this bug is not related to PHP as a language, it is to do with your site.

While serfing the net on my local machine, I was redirected to 
https://www.php.net from http://php.net

This came up with something that I believe the general public should not have 
access to; the Index of / page!
>From here, I can see all directories in what appears to be your Linux 
>repository (including tar.xz files)
