I'm not sure that would fix the part about the dropdown selector in this
bugtracker, though.

Specifying https://github.com/krakjoe/apcu/issues as the bug tracker URL in
https://pecl.php.net/package-edit.php?id=944 should fix this.

I wanted to report a bug against the "apcu" PECL package.

the "package affected" dropdown doesn't include an "apcu" option. It does
include an "APC" option: if that is supposed to be for apcu it needs to be
renamed.
Also, from:
https://pecl.php.net/package/APCu
there's a link "package bugs" that links to
https://bugs.php.net/search.php?cmd=display&status=Open&package_name[]=APCu
which finds no results (even if you remove the status=Open parameter)
and there's a link "report new bug" which points to
https://bugs.php.net/report.php?package=APCu
where no package is selected by default (obviously, since it has a parameter in
the url package=ACPu when there's no such package in the dropdown).
