Intentional for downvoted (user moderated) user notes, not a bug.

I guess that should be a comment with many down votes.

the opacity will be removed once you move your cursor over that comment.

Some DIVs with"User Contributed Notes" at the end of the list have CSS style:
opacity: 0.35;

That is disturbing, irritanting, useless and making harder to use the page.

Why did you sat it? Must I use local stylish rules to view php.net normally?
