The wiki is open for anyone, so unless your desire is to propose an RFC then you don't need a wiki user. If you are just interested in seeing new proposals submitted etc, then there is external tools that does that, like the PHP RFC Bot[1]. Also sending this to the webmaster list instead of internals.
