Ah, I can fix that. I only converted the sdesc and ldesc fields of the original 
reports so far, not anything in the comments table yet.

It seems that some older comments are now garbled, for instance,

Not a big issue, though.

I think I mostly recovered these now. I got a few warnings on the conversion 
chain latin1->binary->utf8mb4 so there were probably some characters it 
couldn't convert. The ones I have spot-checked look ok.
