After using "Send bug report" on https://bugs.php.net/report.php the
contributor is shown a list of tickets which are suspected existing reports of
the issue reported. These links point to the Edit tab, which, for a given
ticket, is intended for its creator.
I cannot see how it would make sense to intentionally link to this tab. If the
contributor has already reported the issue, he would unlikely be reporting it
again. The contributor filing a new ticket is surely much more likely to not be
the creator of the ticket he verifies, so it's surely a bug not to show a
different tab.
