https://www.php.net is the canonical web site address now

This change is needed so thathttps://www.php.net/git-php.php does not end up
in a redirect loop.

Why the switch to the more archaic format. Http(s) access to php.net/ works without needing to add in an extra subdomain? Or is there some problem with the new setup and the other sub-domains? Only asking since it seems a backwards step when all the current external documentation is going to still be using the php.net form. I've a few documentation sites that may need to be tidied if there is some pressing need.
