Honestly I think it would be better to simply just have the categories in PHP 
files instead of in the database and when a bug refer to a non existing one, 
simply put it in a generic category.

This seems like the easier fix for maintainability as not that many have 
database access to update them.

Thoughts?

Bugs categories are out of proportions for years now. It has become so useless 
for some selecting non existent extensions (ffi and company) and PHP 
functionality that now it's time to fix this also.

There was also a discussion to fix this but as usual it stayed only on the 
discussion phase [1]. With a bit more knowledge about bugs.php.net site now, I 
think I can start working on the fix for that essential part of this site 
now... So here I'm also reporting official bug for this because nobody so far 
did it.
