Given that bugsnet has been superseded by GH issues, it is
sufficiently safe to assume that this issue won't be fixed.

Some work from issue reporters is sometimes wasted when developers of the PHP 
project mistakenly assume their requests are invalid. The following mail 
describes at least one such case:

Although this specific case is visibly the result of excessive contempt, it is 
to be expected that developers of the PHP project, like all developers 
receiving reports from people they do not know, can find it difficult to 
evaluate a reporter's credibility, which is particularly problematic for bugs 
which they do not manage to reproduce.

One way to ease evaluating a reporter's credibility would be to allow viewing 
all tickets reported (and ideally contributed to) by that reporter. This is 
somewhat  possible already, but at least time-consuming. Please allow reporters 
to create an account on bugs.php.net. With an account, a link to the reporter's 
profile could be displayed, and readers could see a list of tickets contributed 
to.
