Yes to both questions. I'm using Apache + MySQL + PHP 4 + OpenSSL on my portable Win98SE machine. I assume that you want it to run on Windows ME for testing/developing? They don't recomend using a Windows 9x/Me for deployment... :) Also, you might want to check out OpenSA (www.opensa.org) as it's an Apache+OpenSSL+PHP4 binary Windows installshield distribution: you may find it easier to setup.
