Hmm, not necessarily so. Services and system level components do not
seem to always pick up the changes in the environment (this is noted
from experience). So IIS may not pick it up, and you may have to reboot
(argh, 2K was supposed to do away with that!).

Likewise for ANY application already running when the change is made.
