You should use 4.10 if you want to access network shares with php. The versions before had UNC path support broken. In IIS you should check 'check that file exists' on the panel where you enter the script mapping (this lets IIS do the permission checks). Make shure that your web user (IUSR_machinename) has enough permissions to access the share itself and the files/directories.
