[PHP-WIN] Why can't I retrieve a query to MySQL?

I have not been able to return results using MySQL with PHP 4.2.1 and IIS 4.0. I was 
wondering if anyone knew why?
Despite putting error trapping for all my MySQL functions I only get a blank screen.
