phpMyAdmin is an easy to use, web based administration tool for MySQL. I use it religiously and would highly recommend it for beginner to advanced level. It lets you create db's, tables and work with data etc. What I really liked at the beginning was how it shows you the sql statements each time you do somthing so your learning while you work.
As far as getting help, let people know where your stuck, if your host has it installed or if you have to do it yourself etc. So ya go for it, its one of the easiest tools i've used.
