hmmm... this can be done using Apache POI and the HSSF (horrible spreadsheet format) projects:

but you need to know Java. You could make a command-line program that processes the spreadsheets into HTML using Cocoon...
If you're more comfortable with C, you can try the Chicago project:

but its only in beta for now...
