[PHP-WIN] not able to pass values to OR access global values by the included file

when i include php files i would like to pass values to the included file like include("file.php?action="" I am not able to do this. I have tried setting cookies and try to acces the cookies from file.php. It didn't work. Can anyone suggest me a way out of this? Thanks Murali S.
