[PHP-WIN] why does my php5.03 do not load php_oci8.php ?

Hi;

    My system is win2000+php5.03cgi , other extensions like gd2 is ok . But 
when I want to use php_oci8.dll, it says "Unable to load dynamic library 
'd:/php/php_oci8.dll'" , the path is correct, why ?
