Hi Matt,
I have found out that the client is installed. Our main DBA had me
run some tools that showed that it was installed, and working.
So it appears to be a php configuration issue.

I'm not sure how to tell it's installed, I'd recommend just installing
it anyway, I doubt it can hurt your oracle install.
I am *not* an oracle expert however, I just got a connection to it
running on my w2k3 server.
