First off, phpmyadmin is built into Xampp... I'm not sure about Wamp... I use Xampp as my environment in learning php, and I don't really use phpmyadmin all that much at the moment, though I have done a few things in there. Its really just up to you... phpmyadmin doesn't allow you to do most of what you can do writing php... you will defiantly still have to write php code to really make anything happen... but it is more of an admin program to allow the administration of your environment to be a little easier.
