[PHP-WIN] Problem with php on vista home preminum

Hi, have a big trouble on vista home premium and php 5: PHP does not parse 
my files, neither in apache neither in CLI.

if i write "php.exe phpinfo.php" php returns me
<?
   phpinfo();
?>
I've goggled all internet and found nothing. Any idea?
