Try to add this to your http.conf
<IfModule mod_dir.c>
DirectoryIndex index.html index.htm index.shtml index.php index.php4 index.php3 index.phtml index.cgi
</IfModule>
and append the file extension u are using.

this looks like an apache configuration thing. where
is the drupal system located relative to DocumentRoot,
that's in httpd.conf.
well AFAIK you should have gotten a premission denied
50x error, for trying to access the root. on second
thought add the following to httpd.conf

Alias /drupal /var/www/html/drupal
<Location /drupal>
Order allow,deny
Allow from all
</Location>
##################
that might do the trick...
