The "empty tag" concept was in the very first XML working draft
document published in 1996 (http://www.w3.org/TR/WD-xml-961114). No one was
used any "deep-pocket resources" to persuade the, at the time, 60 members of
the working group to include it. It's just a plain good idea to allow the
empty tag shorthand notation, because it's unambiguous, and it's terser
without being harder to read.
The best part about the empty tag feature is that if you don't like
it, you don't have to use it. But you do have to be able to understand it,
in case you see it appear in a document written by someone else.
