Write the static parts in html:
* it will parse faster because the bits not between the php tage will be
ignored by the parser
* it's easier to code because if you echo everything you have to escape
all the quotes
* it's easier to lay the code out in a readable fashion
* because of the last 2 points, it's easier to maintain
