Creating even a "simple" CMS system from scratch can become complicated 
because of all of the details that the developer needs to consider. 
Since you are a beginner, I would probably recommend a different 
solution. There are many open source CMS systems available that you 
could just install for them. I've done this for a few of my clients 
where a generic CMS was sufficient. It sounds like this may work for 
your client as well. I've used a few CMS's and suggested Joomla 
(formerly Mambo Open Source) to my clients. To me, it seems fairly 
simple to use to add or maintain content, but is well supported and it's 
functionality can grow as the clients needs grow. There are other CMS's 
out there like Drupal, PHPNuke, etc. I offer some CMS's (as well as many 
other types of apps) to my web hosting clients for free. Check your web 
host to see if they do the same. The client can 
install/uninstall/upgrade these apps through their control panel. This 
is another concern when using an "off the shelf" app...you need to make 
sure it is kept up to date (patches, fixes, etc.) to prevent opening up 
your client's web site to vulnerabilities caused by the app.

I've also developed a custom CMS from scratch for a weekly newspaper. 
They add/edit articles via an on-line WYSIWYG editor. There are many 
other sections like classifieds, bids, event calendar, etc. If you are
