  I am running MySQL 5 on Suse 9 (I believe it's 9) and I have created 
  system users and, as root, have granted all privileges to all of these 
  users. I am not worried about security because this is a teaching 
  situation, not production. Telnetted in, all users can create 
  databases, tables and triggers. However, they cannot create 
  procedures or functions, only the root account can. The general users 
  can execute procedures written by the root, but cannot create them.

  Any idea where this restriction resides?
