I ran into the same problem a while back. I checked the references and found that when you uninstall MySQL, it does not uninstall everything. You need to locate the MySQL folder and delete the remaining sub-folders. I believe it may be the bin folder and one other. These remaining files retain the security settings and config. settings. It has been a while, though...
