I refer to the PHP and MySQL websites for everything -- they both have 
excellent 
documentation.  Read the docs there, and code as much PHP as you can.  

I, personally, would say a PHP cert is worth little, as anyone who really knows 
PHP will have 
some sort of resume or portfolio of PHP based sites that they have created or 
worked on.  
That portfolio is the most important thing, I believe, and if you don't have 
that, even with a 
PHP cert, it's going to be a tough road.  And, I'd say, you must know HTML and 
CSS by 
heart.

If you really want to understand PHP beyond just coding websites, learn Perl or 
C++ as 
those languages are similar.  Knowing Perl or C++ will take some time indeed, 
since they 
are each very powerful languages, but if you have no programming experience 
beyond 
PHP, more robust languages will stretch you, and teach you a lot in the 
process.  I'll be the 
first to admit, many will disagree with me here, saying this advice is 
overkill, but if you 
really want to learn.... I'm just telling you what really helped me.
