I found various issues with the implimentation of this causing the
default install to break the general configuration UI tabs;
1. No empty check is done in settings, making the general settings gui Custom
CSS field return a error, making the whole general setting page break (fix
pushed).
2. Needed to add $configuration['preloaded_settings'] custom_css so setting is
cached (fix pushed).
