The normal user will not see XML files.

No, we can check the transformation from XML to HTML. If there is a non existing XML
in the pt_BR tree, the corresponding file from the en tree is used.

If someone wants to translate an new file, he or she should copy the newest English
version and translate this. Already translated files should be checked with Rasmus'
utilities or better, with the current cvs.php.net.
