[PHP-DOC] mirroring of .tar.gz html packs

Hi!

I think we shuold also mirror the .tar.gz HTML
documentation packages in all languages. This is
not too good to have a single gzipped docs download
place. Someday it is not working and nobody can
download the gzipped docs...
