Each editor works on the part he/she has the
time/inclination/knowledge to work on. And because we
use CVS, potential conflicts can be resolved simply.

As Lars told you in response to your PHP-Notes post,
you can:
(a) Get the CVS code from the manual (which is in
DocBook XML, in the "phpdoc" dir of the repository),
and then do the mods there, and then post the diff
here. This will not require you getting a CVS account
for just one change.
(... but if you plan on contributing more ...)
(b) Get A CVS account w/ read/write access to the
"phpdoc" dir tree, and the make the edits and commit
them appropriately. Check the READMEs, etc. in the
"phpdoc" dir. This will be more flexible, but wil
require you to test that your mods are OK, usually by
doing a "make test" or "make html" (which in turns
needs a working jade/DocBook system in your machine).
More info on this can be found at:
(using CVS and/or getting an account)
http://www.php.net/cvs-php.php
(the CVS repository)
http://cvs.php.net
If you decide for (b), it will be also good to
subscribe to this list (if you are not already
subscribed), see:
http://www.php.net/support.php
Cheers.
