I personaly don't know anybody working on this stuff.

You need to somewhat know Docbook XML to translate the pages
correctly, and you also need the utilities on your own computer,
because every contributor is advised to test his/her contributions,
before comitting (with "make test"). This means you need a CVS
chechkout of the phpdoc modules main directory, the en language
directory, and your languages dir, and all the tools to process
XML. Although the generation of different formats are automatic, so
this is actually only needed for testing.
