IMHO we should add a "convention" to the howto, that

"While planning and/or before comitting any changes affecting
more than one language, or a language not maintained by you,
you should ask on the phpdoc mailing list."

So maybe this helps, that kind of thigs like that won't happen
in the future. Although I don't want to personally invent
this new convention, so please confirm, if it can be added
or not.

But IMHO there is still nothing to revert in this particular
case, as the changes were not harmful to any translation, and
they were made consistently in all the languages, and they
are easily mergeable by CVS, so if you tried to commit a change,
these changes would also be merged to you local copy IMHO...
