There is a standard way to request new feature for DocBook. You can
submit new request at:

But note that DocBook process is quite slow. Changes in DTD must be
announced at least one major version before they are really implemented.
So proposalf for something wouldn't be part of DocBook before version
6.0 (I don't think that this version would be published earlier than two
years from now). So if there is a realy strong need for some new
elements or small change in content models, customizing DTD is only way
to do it now and in near future.
